Could BP Oil/Dispersant Be Traveling Inland As Part of Rain?

Since the oil/dispersant disaster began in April, I often wondered why the rain seems dirty.  I've noticed a black film which is left behind on everything, in the yard, after it rains.  There is a black, oily, dusty substance in my air conditioning window unit, on the vents that blow cold air into the room and on the wall and table.  None of which was ever there before the oil/dispersant disaster.    In Venice, citizens had independant testing done of rain water and found oil/dispersant chemicals in the rain.  Seeing this video, makes me think independant testing should be done in all of our coastal communities.  Could it be from the burning of oil/dispersant?  Is anyone else seeing this?  What do you think?
